With our v92 upgrade, we decided to review all the classes and work on balancing skills to the best of our ability.

We've decided to lower all charges bonus damage to 130% so it is still an improvement over v83 if two charges are used. In addition, we acknowledge the complaints about Paladin needing too much SP to max skills so we've lowered the mastery level of certain skills.
